position directs the activities of the Finance Department,
including managing the City's financial activities and overseeing

description.ESSENTIAL FUNCTIONSAssigns, directs, supervises,
evaluates, and disciplines personnel; coordinates daily work
activities.Plans, organizes, and manages the City's finances,
including investments, cash management, revenues, disbursements,
budget management, cost controls, general accounting, financial
accounting and reporting, or other financial activities; oversees
Risk Management functions.Interprets, explains, applies, and
ensures compliance with all federal, state, and local laws, rules,
and regulations.Consults with Mayor, Aldermen, city officials and
others to review department operations.Serves as the City Recorder
as appointed by the Board of Mayor and Alderman. Provides financial
and technical expertise to city departments and city
personnel.Attends meetings, serves on committees, and makes
speeches and presentations.Develops and implements long and
short-term plans, goals and objectives; develops and implements
policies and procedures; recommends financial and debt
policies.Develops and submits budgets for the department and the
City; implements and monitors approved budget.Reviews monthly
financials; reviews cash flow status, revenue collections, and
check disbursements; oversees the capital asset accounting system
and GASB34 requirements.Oversees and coordinates internal and
external audits; resolves accounting, audit, and reporting issues
with outside agencies and auditors.Meets with HR Director regarding
human resources problems and issues; reviews all worker's
compensation claims; reviews insurance requirements and
liabilities.Meets with bond counsel and financial advisor during
bond negotiations.Signs, authorizes, and approves all cash and
check disbursements for the city.Assists auditor in preparation of
the comprehensive annual financial report (CAFR)Performs other
related duties as assigned.SUPERVISORY AND MANAGEMENT
RESPONSIBILITY: This position has direct supervision over the
Assistant Finance Director and is responsible for the management of
the department.MINIMUM QUALIFICATIONSBachelor's Degree or higher
from an accredited college or university in Accounting, Finance,
Business Administration, Public Administration, or a similar
field.Five (5) years of progressively responsible experience in
governmental accounting and finance.The following designations are
preferred:Certified Municipal Finance Officer (CMFO); or Certified
Government Finance Manager (CGFM); or Certified Public Finance
Officer (CPFO); or a Certified Public Accountant (CPA).If CPA only,
must have five (5) years of government experience with at least
three (3) of those years in the State of Tennessee.Ability to be
bonded.Ability to utilize computer applications.Must have a valid
driver's license.SPECIAL REQUIREMENTCandidate selected must obtain
one of the above designations within two (2) years of appointment
per Tennessee State Law and must comply with any continuing
